"MPLS LDP" command is not working on ASR9906 router.
Even I cannot see tunnel-te is not there.

You probably don't have the MPLS and MPLS TE RSVP packages activated.
You can see which packages you have activated with the following command:
RP/0/RP0/CPU0:ios#sh install active

Active Packages: 11

You can also do "show install inactive" to and see, which packages are available and not active and then use the "install activate <package name>" to activate the package. Don't forget to do a "install commit" at the end.

You need to give more information -
"MPLS LDP" command is not working on ASR9906 router. - what error are you getting what IOS XR running ?
Even I cannot see tunnel-te is not there. - what syntax are you using what is the error?
