mpls xconnect limiting bandwidth

I have a two router cisco 2811 and channel is configured between them (mpls xconnect is UP). I perform the TCP test using JPerf, which occupies the entire band. The resulting bandwidth is 20 Mbit (mpls xconnect) and 15Mbit (l2tp). Can I set a limit on the speed channel for VPN? All routers are on the same corporate network ( mpls, ospf, ibgp)

What type of PW do you use and where do you want to limit the bandwidth?

PS:typically you limit the amount of bandwidth with inbound policer, but I'm not sure if 2811 supports this.
