I have an RVS 4000 that is issuing multiple IP addresses to a single device that have 00:00:00:00:00 as a MAC address. All my IP addresses are being eaten by this device. Can I exclude the IP issuance for a device with MAC = 00:00:00:00:00? Thanks.

Yes, you could exclude the MAC from the DHCP pool and you could also block all incoming frames from that mac address.
But a 00:00:00.... mac address is normally related to a faulty port or a poorly configured VM nework adapter. The best approach is to track the frame source and fix the root issue, just filtering it from the DHCP server is not the best solution.

I don't know your network topology so I can't tell you where the issue could be...
- Are you running virtualised environments?
- which devices are connected to the RVS?
- Network topology?
Some switches log this 00:00:00 frames as invalid, you could increase the logging level on the network switches to track the issue..
But again, I don't know your network...
