I am having difficulties configuring the second port of a VWIC2-2MFT-T1/E1 that is in the first slot of a NM-HD-2VE network module. I have the first port configured for a data T1 and it is working fine. Here is the config for that port:
card type t1 1 0
no network-clock-participate slot 1
controller T1 1/0/0
framing esf
linecode b8zs
cablelength short 133
channel-group 0 timeslots 1-24
detect v54 channel-group 0
interface Serial1/0/0:0
bandwidth 1536
ip address 172.26.199.37 255.255.255.252
encapsulation ppp
no fair-queue
When I configure the controller for the second port of the VWIC I get an error when I define the channel-group.
%Insufficient resources to create channel group
I have 3 other 2 port T1 VWICs installed in the HWIC slots and they are working fine.
What am I missing?

When independent clocking is configured, the controller will support only one channel group and no voice applications. If more than one channel group is configured, the following error message occurs "%Insufficient resources to create channel group"
Router(config-controller)# clock source {line [primary | hits] | internal} [independent]
Can you post all the config?
