OSPF not creating Type 3 LSA for Point-to-Point link

Relevent topology:

-------------------Area 0--------------------------------------------Area 1-----------------------------------------                       

Router 1 > transit network > Router 2 (ABR) > point-to-point link > Router 3 > stub network         

Why does Router 2 generate a Type 3 LSA (going into Area 0) for the stub network off of Router 3, but not for the point-to-point link between Routers 2 and 3?

The Type 3 LSA is originated by the ABR to define routes to networks.  The LSA for the link between routers 2 and 3 is a type 1 LSA (Router).
