when using leased lines on the internet there is no need to use GRE tunnels to exchange dynamic routing protocols on the internet like OSPF ?

It depends on what you're doing.
Often a line to the Internet only uses a default route.
If you run a VPN overlay across the Internet, often that will run an IGP, such as OSPF, within it.
If you and ISP actually dynamically route, generally BGP is used.

Agreed with Joseph comment..
With having LL for internet connection either you can run static or dynamic routing protocol (mainly BGP) with ISP.
IGP at the edge is only used when you are thinking GRE over IPSEC with OSPF.
