Output Queue dropping packets before it is congested

I'm getting packet drops in queues when there is no congestion. See the show policy-map below. You can packets dropping in the voice-control queue and its well below the 245k reserved for it and if you add up all of the bandwidth you will see I'm well below being congested. Anyone have any thoughts?

Check 'offered rate' in 'show policy-map int' includes all traffics in the the various classes even when there is no congestion.Also check for SNA performance on the interface.Add 'queue-limit 256' to class-default.This eliminates all packet drops with respect to a set of FTP jobs.
