Path controll with Track object

i did path control lab with ISP1 ,ISP2 setup using ip next-hop command and ip local policy route-map.Everything working fine at the initial stage.if a make the it racking interface shut n un shut then tracking ISP1 ip remains down until i reset the local policy.please can anyone help me to understand this behavior ??
