You most likely have a 100/half on the far end of the connection.
You must hard code 100 full on both sides to make these work many times. These only run at 100m and I don't know if that is what causes the auto negotiation issues or something else.
They have EoL these cards and the new pa-2fe-tx card can run 10/100 and seems to always negotiate correctly.
