ping !!!!.!!!.!!!.!

I have any question 

example configure

vlan 1
ip 192.168.1.1 255.255.255.0

when i ping form source vlan 1 to server 192.168.1.10 result is    !!!!.!!.!!!.!!!  and test ping other ip same subnet no problem such as 192.168.1.11 ,12 , 13  14...

and then i try ping  form notebook different network  everything went smoothly

i don't know what is the problem ?

Some devices have CoPP by default nexus and higher switches, so better check policy.
