Hello admin@atrinnet.net ,
if the platform is an ASR1000:
break the port-channel and create two ECMP L3 paths eventually use VLAN based subinterfaces on each of them and try to apply PBR on them
CEF will provide load balancing flow based
Hope to help

Hello admin@atrinnet.net ,
there is no parity feature between port-channels and Equal Cost multi path on routers not only for ASR1000.
this is the reason why I have suggested to unbundle the links and make them indipendent L3 for ECMP at this point CEF performs for your flow based load balancing and you get one or two points where you can apply PBR on inbound user traffic
Hope to help
Giuseppe
