We have a local web server at library.namal.edu.pk.... When we access it in Google Chrome, we get the following error: "library.namal.edu.pk did not send any data. ERR_EMPTY_RESPONSE." When we turn off the Secure DNS option in Google Chrome, we can access the library page. Is there a solution so that we don't have to disable the Secure DNS option in Google Chrome?

This is nothing to do the Routing or Cisco.
this is more of your configuration issue of Chrome, does your sitelibrary.namal.edu.pk site does not have valid cert, so fix that one putting valid Cert with SAN.

Why do we have to turn off Google Chrome's Secure DNS for the website to be accessible? Can we pass the traffic from this server directly through the core switch so that the traffic does not get directed to this server?

When we trace, we want the traffic from this server not to go directly to the local server, but to return via the public IP.

Its all depends on what DNS you using.
Public DNS resolve as below :
Name: library.namal.edu.pk
Address: 119.156.30.81
If you local DNS Server resolve the Local IP then you need to look Local DNS A records.
