Port licensing ASR 1001/2-HX License

We are planning to purchase ASR 1001-HX Router because of the 10 GE ports. We were quoted for four FLSA1-HX-2X10GE and we only need four 10 GE ports. What I understand on the link below is that ASR by default, the first 4 ports on bay 0 and bay 1 can be enable without a license.

 

Do we really need to purchase FLSA1-HX-2X10GE even though we just need four 10GE ports?

ASR1001-HX has 8 GigaPorts and 8 10G SFP+ Ports in total .

4 GigaPorts and 4 10G SFP+ Ports can be used without licenses.

Other ports are noted with configurable , which needs licenses to be activated . 

When you use CCW to configure ASR1001-HX , you may find there can only be configured with 2 licenses of 2-GigaPort and 2 licenses of 2-10G Port (total 4 licenses).

What about the additional slot cards? For example EPA-18x1GE.

Does this require also the port license or are these ports free to use? Otherwise I would need that 2 port license 9 times, right?
