Can I have one VLAN NAT'ing private IPs to routable IPs and another VLAN that passes traffic straight through on public IP addresses on a 3560 or 3750 switch?

Hi Zach,
To my best knowledge, this cannot be done on 3560/3750 series because neither of them actually supports the Network Address Translation. Sorry to disappoint you in this way.
However, can you tell us why do you need such design? Perhaps we could find an alternate solution.

Any recommendations on a router that can handle this? I currently have a 1811 on a 45/45 circuit, but looking to upgrade to 100/100.

A ISR 18XX router is not designed to handle a 45 Mbps link and as you are going to upgrade to a 100 Mbps a ISR-G2 39XX will be perfect for you.
