Don't recall my ever using native frame-relay shaping. I've used GTS with frame-relay and CBWFQ (MQC?) shaping. GTS, if I remember correctly, supports WFQ implicitly, as does pre-HQF CBWFQ shaping in class-default. GTS and, I believe, frame-relay shaping can also slow their rates when they receive BECNs although I also recall frame-relay shaping has more control over that than GTS. All 3, I also believe, are very similar in how they meter out shaped packets.
