QoS on ASR 1002x causes restart

Hey Guys,

I'm planning for a service provider network QoS. My customer has ASR 1002x for its BRASs and has about 15k PPPoE users on each BRAS. In order to serve a better service to users, my customer decided to run QoS on the downstream traffic toward users. What I have done till now is very simple as bellow:

My problem is that my router reloads after some hours even I put only 2k users on it. I check Memory, CPU usages but they are less than 10 percent. I also checked my total active queues, but they are about 4000 queues which is much lower than router capability. The error that cause the reload is "watchdog" in earlier IOSs or "Software Crticial Error" in newest IOSs (in show ver result). Please check my scenario and give me a solution to do it.
