QoS on Dialer interface

I have a customer with a 1721 doing multilink ppp over 2 adsl lines in the UK. I'm trying to add QoS to his link but even though I have the policy created and added to the dialer0 interface and can see packets in each class, the interface never seems to become 'congested' as far as the 1721 is concerened and so the QoS never actualy kicks in - even though in fact the link is saturated.

if u use multilink ppp - you´ll have a virtual-interface-right?

if yes i think you have to place the policy to the virtual interface
