I have an ASR1002 router running 3.16.6S and it has two VRF the default and a second VRF. Both has nested QoS policies the outer to set the CDR the customer has paid for and inner one to prioritise traffic. This post relate to th vrf-lite instance.
The outer policy uses an average shaper
