QoS Shaper output is double the shaper rate

I have an ASR1002 router running 3.16.6S and it has two VRF the default and a second VRF. Both has nested QoS policies the outer to set the CDR the customer has paid for and inner one to prioritise traffic. This post relate to th vrf-lite instance.

The outer policy uses an average shaper

policy-map Outer_XXXXXX_XXX_XXX_CE@25

class class-default

shape average 25000000

     5 minute offered rate 6656000 bps, drop rate 0000 bps

     target shape rate 25000000

 

Given the above how is it possible to produce the following output
