Question about Cisco 851 router "Number of Users Supported" ?

I have some question about the Cisco 851 router.

I have some confused about the "Number of Users Supported".

I would like to ask that, the "Number of Users Supported" mean the Firewall user or the VPN user ?

If i only use the Cisco 851 router for the router only. Or use it for NAT only.

Does it will have the user limit ?

To the best of my knowledge, there is no user limit for Router or the NAT router, here the number of user meant for VPN users.
