While the above description describes the limit on the number of SFP-10G-T-X available in a separate thread, does the same limitation apply when using SFP-1G-T-X (GLC-TE)?

If there is a need for >8 x 10 Gbps copper ports, then the 9500 is not the right answer.
9500 is a core/distro switch and not an ideal solution to connect 10 Gbps server.

There was a time in the past when C9500-48Y4C used more than 8 1000Base-T SFP.
Therefore, I think that it is fine if it is 1G copper.
Just in case, I remember that IOS ver. at that time was 16.12.
