Some outputs would help to investigate the problem more deeply, but as a good 1st step I recommend checking the speed/duplex settings on both end to match and pay high attention for the duplex settings to be Full on both ends.

also make sure the port to which the router is connected in not shutdown.

is this virtual or Physical, what devices are they ?
this could be :
1. Cable issue
2. speed Mismatch
3. duplex issue.

Cisco ethernet interfaces are normally down / down if they don't have a link. If you're seeing up / down, the most likely causes are:
Cable fault
Speed/duplex mismatch
Cable is good..., if that is connected between two switches or between switch and router. but one side switch/router had it's interface in "administratively down" state, will cause the issue. "no shutdown" command at interface level solve's the problem..!!
