Dear All,
Customer switch connect to ISP CE router. customer switch mark voice traffic as EF already, is it necessary to apply service-policy input command as ISP CE router? or just apply service-policy output command under the WAN link will do?

It depends upon the QoS configurations you are doing on the backbone
If your QoS policy also gives priortiy to EF without overriding what is received from the customer, it is not necessary to mark it again at your ingress.

By deafult, router trusts DSCP codepoints received on an interface, and does not change them
Unless you want to govern the customer traffic (i.e. not trusting the customer), you can skip inbound service-policy.
But beware, customer may send other traffic that is differently marked. E.G. Applications could use AF11, AF21 and so on. Also Call Signalling could use AF31, and applications marked as CS3. Or it could be that signalling is marked as CS3 and applications as AF31.
