I am trying to figure out how to setup either dedicated or a higher level priority bandwidth for our Video conference system over one of WAN links. We have a 5 MB WAN that we would like to either 1. Dedicate 1.5 MB of the bandwidth to it. or 2. Make sure that the video coferencing that is coming from our one VTC unit has the highest priority.
Any suggestion would be helpful.

Have you looked at QOS ? It would solve your problem.
What devices are between the video source and destination ?

Depending on your topology, this could be a fairly significant project.
You haven't indicated how big a network you are dealing with.
Here is a link that discusses campus level qos.
