show ospf interface does not show entry for down interfaces after reload of the ios-xr/ios-xe

Have observed a behaviour in Cisco IOS-XR ( ASR9K) and IOS-XR(ASR1K) that if the router gets reloaded , the show ip ospf interface command does not show the output of the interface which are in down state. However, before reload it shows it fine ( show ip ospf or sho ospf interface shows down interfaces as well ).
Is there any specific reason to this implementation . ?

could be a bug...which version are you running ?
How long does it take before the down interfaces actually DO show up ?

I am running version 6.1.2 ios-xr and i do not remember the version of ios-xe actually .
The show ip ospf interfaces brief does not show the entry if the interface is down after the reload.
I have not tried it in the ios version of cisco but i guess it might be the same behaviour.
Do you think it is a bug or is this the a behaviour cisco would have implemented . If its a bug, how can i report it to cisco ( I have not purchased any cisco product as such ) . If its a behaviour which cisco is implementing, want to understand why did it choose to implement it this way.
