When defining a static route should the gateway be always the next hop or it can be remote gateway which is not the next hop.

Hi,
You certainly can; such a static route is called a recursive route. What happens is that the router determines the actual next-hop interface for that next-hop address and installs that as the next-hop interface for that static route.
