Strange IP routing issue

I have an Avaya PBX with an IP address of 192.168.1.30/24. I have a reporting server with an IP address of 192.168.23.230/22. If I change the IP address of the reporting server to any other IP address on the 23.0/22 network, they can communicate. However, any host that has the IP address of 23.230/22 cannot communicate with the PBX. However, 23.230/22 can 'ping' any other IP address on the 1.0/24 network. It seems that these 2 IP's do not like each other. I have checked all ACL's and cannot figure this out. Any suggestions?

My guess is that something is configured on the Avaya about that address. Perhaps you could do something on the router connected to the 1.0/24 subnet to detect the traffic. Perhaps you could configure an access list with permit ip host 192.168.1.30 host 192.168.23.230, permit ip host 192.168.23.230 host 192.168.1.30, permit ip any any. This would not disrupt any traffic but would indicate via the ACL counters that traffic was passing (or not passing). Or perhaps a packet capture on the subnet where the Avaya is connected might show something.
