I know that this is a silly question, but do you have traffic over that interface? Are the other counters increasing (L3 in/out, packet input / output)?
Cheers,

yes the interface is carrying traffic, i can see the traffic on the other node to which this interface is connected...

Can you tell us which platform and which IOS you are running? Is this the only interface that is showing a input/output rate of 0, and if so is the interface/vlan configuration somehow different from the other interfaces? There have been a few software defects like this in the past, particularly on the cat4000 series.
