Generally it means a FIFO queue has overflowed.

As the issue is usually caused by insufficient bandwidth, cannot say it's actually an issue of either.

I'll also note, the percentage of drops is such a tiny percentage, it's very unlikely this is an issue, especially as all the drops are in the class-default class which also is normally used for best effort.
