Yes IP SLA as first step. Then set up an EEM script that triggers when this IP SLA measurement exceeds the specified threshold (50% utilization). This script will modify the routing configuration when the utilization threshold is crossed.
You could create a PBR configuration that diverts traffic to an alternative path when the EEM script triggers. This alternative path could be a different link or a load-balancing setup.
To influence ISIS routing decisions, you could adjust the link metrics based on your requirement. By increasing the metric of a link, you effectively make it less preferable for routing. When you want to load balance, you can adjust the metrics to distribute traffic more evenly.
