May be you could try

test aaa group {group-name | radius} username passwordnew-code [profile profile-name]

aaa authorization exec default group radius if-authenticated

aaa authorization exec console group radius if-authenticated

aaa authorization exec vty group radius if-authenticated

aaa authorization network default group radius if-authenticated

aaa accounting exec default start-stop group radius

aaa accounting exec console start-stop group radius

aaa accounting exec vty start-stop group radius
