The Cisco IOS XR RD Value command was not functioning properly.

I'm attempting to configure the RD value on the vrf and the BGP configuration.

Could someone please help me as I am new to working on IOS XR devices.

Can we use RD on a global routing table???

According to my understanding, we are using for L3 VPN, but I'm not sure if we need to use without L3 VPN. Please make some suggestions...
