Troubleshooting Packet Loss & CPU Spike on ASR 9006

I have encountered a period of packet loss on my ASR 9006 (IOS XR). It does not occur constantly. It is not occurring at the present moment, but it does seem to occur at a daily interval at random times and last for several minutes. 

I haven't been able to find any causation, yet. 

It has caused a BGP neighbor to drop. The neighbor seems to go down due to the packet loss which causes the BGP neighborship to flap. Below is an example of the packet loss we are seeing when we ping the BGP neighbor or google from the interface which is dropping. 

Do you have any advice to troubleshoot this?

Also of note, all the links in the path are free of CRC errors, etc.

You can see the pings are going through fine except there are periods where 10 or so packets are dropping at a time. Normally when I see packet loss it is sporadically dropping every x packets. 

Sending 10000, 100-byte ICMP Echos to X.X.X.X, timeout is 2 seconds:

I see that the CPU has gone from a baseline of about 10-15% to anywhere from 20 to 25% when these bounces occur, when reviewing SNMP. The spike seems to surround the event, growing until the BGP eventually flaps. It only seems to do it for the single neighbor however.
