TXload is 255/255 with simple ping Traffic

I have Multilink setup with 2 combined T1 circuits, one at Site A and one at Site B.

When I perform a simple ping from site A to site B the ping is fine and the TXload and RXload are normal.

When I perform a simple ping from Site B to site A the TXload is 255/255 on a Multilink interface that is two T1's combined.

Any ideas on why the TXload is showing fully saturated (255/255) even though i am performing a simple ping?

what is the transfer rate when you pinging ?? is it  3 Mbps + ?
