unable to boot from IOS on new ISR4221/K9 router, Router boots in RMON

i am deploying a new CISCO ISR4221/K9 router at customers place, i have unpacked a new router but the router is starting into ROMMON Mode, below is the message displayed on router, please help to resolve the issue:

Hello,

looks like there is no valid image ( a file that with a .bin extension) in your bootflash. The problem is: you cannot just download it from the Cisco website, you need a service contract for that.

Where did you get that router ?

Could solve the problem? failled to initialize NVRAM
