Unable to factory reset ISR 900 series router (c921-4p)

I have tried many times but my old config keeps loading.

There are many different instructions out there on how long to hold the reset pin and when and so on and so forth.

The only info I have found regarding my router is "The reset button is used to restore the router to factory default
settings if pressed within five seconds of router power up".

That does not work.

For those of us wandering here a year or so later - 

It takes about 90 seconds from power on to see ROMMON output on the console

Once you see ROMMON begin to boot, press CTRL - C  (instead of the traditional pause/break)

That will drop you into ROMMON.
