Chassis model ISR4331/K9 has a single rom-monitor.
Upgrade rom-monitor
Target copying rom-monitor image file
rsync: link_stat "rommon/mcp/RP/SWORD/latest.bin" (in rommon_upgrade_pub) failed: No such file or directory (2)
rsync error: some files could not be transferred (code 23) at /auto/mcpbuilds21/release/03.16.02.S/BLD-V03_16_02_S_FC2/contrib/rsync/main.c(1392) [receiver=2.6.9]
md5 and hash were verified and they are correct.
#sh rom-monitor r0
System Bootstrap, Version 15.4(3r)S5, RELEASE SOFTWARE
Copyright (c) 1994-2015 by cisco Systems, Inc.

Solved the issue with this rom:

Use
show logging
after attempted
rommon-upgrade
attempt , look for additional info's if any , what software version is the ISR running, if possible upgrade to latest advisory release and try
rommon-upgrade
again afterwards.

That is why I need to upgrade the rommon.....

And I have already uploaded the new IOS to the router:

Ok, I think I know what this is.
I do not think it is possible to go from 15.X.Xr to 16.X.Xr is a single upgrade. Try an intermediate version, like 16.4(3r), and see if the upgrade works. IF the upgrade to 16.4(3r) works, then upgrade to the final version.

- Aligning with Leo's remarks : first upgrade the ISR to the nearest version which does not need
rommon-upgrade

rommon-upgrade
again.

Did anyone get a proper solution to this?
I am getting the same error and the solution just says sh rom-monitor r0 above. I have tried using a different rommon version too and I get the same errror:
