UPGRADE PATH cisco ASR1001-HX

I currently have a cisco ASR1001-HX (1SR) with rommon version: 16.9(4r) and IOS XE 16.12.04 and I want to upgrade to IOS XE 17.9.4a, according to the documentation I see that first I have to upgrade the rommon version to 17.3(1r). It is not clear to me if updating the rommon version I can make a direct upgrade to 17.9.4a or some intermediate IOS because I do not see a path defined by cisco as in other models.

Upgrade ROMMON first, and jump to 17.9.4a.

A ROMMON upgrade and a firmware upgrade (Install Mode) can be done in one reboot.
