I am working with ISR 4331 in Packet Tracer 7.3.0. Although the router has 3 Gigabit interfaces, which I can configure and switch on, Packet Tracer only allows connecting 2 interfaces (using the connections button). Is this a bug of Packet Tracer? Is there another way of making connections, besides the one of the graphical interface?

Try this:
1-Turn off the router
2-Select one of the two modules and drag it to the G0/0/2 interface (indicated by an arrow):
3-Turn on the router and you can occupy that interface
