In this configuration example (from a CISCO887VA) will the the outbound traffic be restricted to 228K?

In this case the line is clocked upstream at 1200Kbps:

Yes.  Keep in mind, ATM (within the cloud) can have a cap on the bandwidth used by the PVC lower than the physical hand-off.

Also if this is an ADSL, your upstream bandwidth is often less than downstream bandwidth, and even downstream might be less than physical handoff's bandwidth.
