VPN As a routing backup

At the moment I have a network that has two dedicated links to sites in Europe (E3). We have also got a 10Mbps link into a serive providers cloud for Internet access. If the two dedicated links go down can I have a dynamic VPN link come up and provide a VPN over the ISP cloud. How does this affect the routing table. Can anyone provide me with some advice on where to research next in order to set this functionality up?
