What are mean "rights to use licenses" ?

Can someone explain to me, in practice and  compared to other licenses,  what it means   "rihgts to use

licenses " ? what are their real usefulness. when will it be used ?

If we understood the context of your question we might be able to give better answers.

In general a "right to use" license gives you the right to use the software but not the right to modify the software and perhaps not the right to provide the software to others. Other types of licenses could give you the right to modify the software, or to incorporate the software into other products, or the right to provide ccopies of the software to others.
