What is the cause of this strange tracert output?

GIVEN: 1.1.1.1 is NOT a loopback interface.

Windows-10/user>tracert 1.1.1.1

Tracing route to 1.1.1.1 over a maximum of 30 hops

1 48 ms 32 ms 26 ms 1.1.1.1
2 27 ms 21 ms 20 ms 1.1.1.1
3 86 ms 83 ms 87 ms 1.1.1.1
4 89 ms 87 ms 92 ms 1.1.1.1
5 83 ms 84 ms 84 ms 1.1.1.1
6 85 ms 85 ms 83 ms 1.1.1.1

Why doesn't the tracert stop after 1 hop?

Why is this output obfuscating what is really going on?

Why doesn't the tracert stop after 1 hop?  - as per your output it was not or if this is stopping after 1 hop, something stopping to progressing to next hop, this could be FW, or any deny ICMP0 or 11 so on
