depends on platform , IOS and NX-OS are different but the general theme is 4096 vlans that's whats allowed in the database at layer 2 , so you cant have a layer 3 vlan without layer 2 first or it wont work , that's the RFC IEEE 802.1Q amount the standard of any switch platform but NX-OS is slightly different in how it operates in the number ranges
If being specific its 1 -1001 are general vlans then 1002-5 are reserved and then 1006 - 4096 are extended vlans which are now supported in vtp v3

it does not depend of the capability if it is L2 or L3, the maximum supported VLANs depend of the platform. Usually the maximum supported is 4096 VLANs.
