Can two routers with NM-1A-OC3-POM's be connected over a clear channel OC3 circuit WITHOUT communicating with an ATM switch?

No, this is an atm interface.
There's no POS support on the ISRs or G2s

Yes. There is not need for an ATM cloud for two ATM device to communicate via PVC only.
However, ISR G2 do not support ATM modules of any kind.
