X25 - lapb issue

I wonder can someone help - I have 2 routers connected both cisco with a leased line between them. Encapsulation ietf at one end, encapsulation x25 dce at the other. Both receive clock at both ends.

Rtr A (one configured with encapsulation x25 dce) is sending out SABM's, RTR B sees this SABM and is sending out a reply but this UA never reaches RTR A. Any ideas ?

I think it's got to do with encapsulation mismatch issue. Trying changing the encap at one end.
