when i tried to login to the console port of the ISR 1100X-4g using putty or tera term it shows complicated symbols while using baud rate 115200

The console cable is ok with other routers/switches ?
Check serial to USB cable driver, @AbdElRahman.Ashraf
Re install this driver, ensure is it well recognized.

when using 9600 nothing appears at the putty screen

From Cisco guide
115200 baud (check this for 1100 series it only accept this value)
8 data bits
no parity
1 stop bit
no flow control

Which console cable do you use? Do you have also an adapter serial2usb ?

I use db9 console connected to a serial to USB cable
