cEdge error "BYOL instance is being associated to PAYG license"

I'm trying to build a new sandboxed lab environment using SD-WAN version 20.18.1, but I'm running into this error when onboarding Catalyst 8000v's:

System License Mismatch

There is a license association mismatch. BYOL instance is being associated to PAYG license

My google-fu is failing me here. Can anyone point me in the right direction for how to onboard Catalyst 8000v after generating the PAYG licenses in vManage? In the previous versions I generated the viptela.serialfile , and used that for the WAN Edge List without issues. 

Is there a separate C8000v binary that is specifically for PAYG licenses?

You typically use pay as you go(PAYG) licenses when running the c8000v in public cloud and pay licenses on an hourly basis. Where did the License come from, and how are you hosting your C8000v? I have not seen them used in any other setting before.
