We have SD_WAN up and running at Data Center and 70 sites running over PAN location and now we are introducing DR now how can I design in case of DC failure how traffic will forward to DR over the SD-WAN.

Hi,
The question is not 100% clear.
If you're talking about having a hub router in main DC and now you're adding a router in DR, it's just a routing issue.
If your DC and DR are interconnected like they should - using other means than SD-WAN, you'd simply advertise in OMP the same DC routes from DR with a less preffered metric and also you'd make sure DC and DR routers do not establish any IPsec session between them. You don't want SD-WAN to become a transit network for your DC to DR traffic.
If you're talking about controllers, you have to add extra VMs for vBond and vSmart, add them into the existing setup and make sure that all routers know about the 2nd vBond. The vSmart will anyway be advertised to all routers by the existing vBond.
As for vManage redundancy, you can either create a cluster or have a cold-standby VM in DR just in case.
