IF we have Cisco SDWAN on prem setup or even for POC setup. How many public IPs are required for example vbond have public IP and manage and smart can have private IP. If we have internet transport then 1 public IP can we used for vbond, smart and manage?

I think If every edge devices can reach the controllers without Internet then you no need public IP

Ηi,

it depends on what transport you are going to use for the underlay. For example, if you have only Mpls you don't need public IPs. If you are going to use DIA you need one public IP for vBond. If your remote site is going to have two Edges with one DIA you can't use PAT because the vBond will authenticate the Edges with the same IP/different port but the vSmart will not instruct corectly the Edges to build the control plane.

The following presentation from slides 62 - 64 from cisco live has some helpful examples.
