ipsec tunnel process between vedges in SDWAN Fabric

1.In Cisco SDWAN Infra, Vedge-1 must establish an IPSEC tunnel with Vedge-2. Is this a new or existing connection?

2. Transport VPN - VPN 0 will establish a DTLS or TLS control connection between Vedge and Vsmart. The will control connection will aid in the transmission of information between Vedge-1 and Vedge-2.

 Too vage. Why cEdge 1 needs to talk with cEdge 2 ?   They need to talk with vSmart over a TLS tunnel but they dont neet to talk each other.

 Can you explain your scenario better please.

In my environment, spoke and hub are in on prem and establishing control connection to vsmart hosted in cloud through transport vpn i.e., vpn 0. When I am verifying for service vpn that is overlay traffic next hop (TLOC) is hub end up?
